jJaneway's options in Caretaker

So, just to get the discussion started. I've been thinking about the various options Janeway had in "Caretaker." The question is, if she had not destroyed the Caretaker's array, what is the worst that could have happened? Yes, the Kazon would have taken control of it. But so what? She claims to have been protecting the Ocampa. But, without the Caretaker, it seems inevitable that the Ocampa would be at risk unless Voyager was going to stick around and protect them forever, which clearly wasn't going to happen.

I realize there wouldn't have been a series, but I feel like she should have worked with the Kazon to figure out the array and send themsleves home.
