It's been many moons since I've seen Voyager, but refreshing my memory on the Kazon shines light on the fact that they were a culture divided between many competitive sects. If they were so hostile towards groups of their own kind, I don't seem them being very keen on cooperating with the crew of the Voyager - unless it offered them some advantage over the other Kazon sects. (Which perhaps it could have though
I'm sure Janeway would not have wished to interfere in a culture in this way.)

I suppose the narrative ultimately was to throw a heroic choice for Janeway, "Do you let the last of a doomed people die so you can return home or do you sacrafice your chance to save doomed people?" (It
seems the Kazon were to kill Kes's people if they took control of the array.) You propose a 3rd option
of "Can I have my cake and eat it too?" and usually this option is written off by means of a time limit.... you have to act now or it will be too late!

Ultimately, I feel like this is one of the main themes of the series though... Can they still uphold the values and practices of the Federation while being completely cut off from them? (Opposed to DS9 which poses a similar question, on the outskirts of it in situations where things are not so clearly black and white.) Ultimately, to the point of your question Mr. Murray.... I don't know. xD
I should watch that series again.
